Arthur Poulas' company, Old Colony Logic provides information system support services to healthcare organizations. Arthur has been a business analyst, programmer, application development manager, IS Director and CIO to a both HC provider and insurer organizations before starting his own company in 1999. Arthur is currently serving as a project manager in a Dallas, Texas hospital implementing surgery charge transfer, general ledger, and materials management applications.

Steve MacIsaac, founder of Utowna Associates has facilitated the installation of new HC information system project management components at Cigna and the Maine Medical Center. He redesigned the services, marketing and funding sources for a handcapped and elderly van service serving forty seven towns on Maine's Mid Coast. He developed and ran a project management office (PMOs) charged with developing plans and specifications and master implementation programs for several large institutions. He is particularly skilled in developing creative public and private financing techniques, devising marketing programs, and working with unions.

Victor Pozzani is co-founder and managing partner of Synaptic Phlo, Inc. Victor has worked as a systems engineer for Lotus Development Corporation and Lotus Intranet Development Team. Since then Victor has been an IT consultant for Dow Dupont Elastomers, IBM, Daimler Chrysler, and Pequot Capital Management. Victor is a particularly adept at designing HC collaborative systems and integrating systems with seemingly incompatible technologies ( e.g Web Services).

Marjorie DeSantos, has extensive experience in the design of hospital operations having participated on teams charted with improving the quality of patient care, enhancing clinical capabilities and providing better coordination between internal and external care givers. Marjorie currently manages the finances for the nursing side of operations at Maine Medical Center which accounts for approximately 50% of the Center's finances. She is in the process of evaluating alternative methods to establish a Project Management Office (PMO) at then Center. The PMO would identify, coordinate, prioritize and help to assure that the proper amount of resources are available for each of the projects in MC's extensive portfolio.

Robert Laliberte, is a partner in Innovations Partners International. He has either managed or consulted to organizations for more than 30 years in the fields of high-performance work systems and project management including five organization start-ups. In the HC field he has consulted to hospitals, private practices and human services. He currently teaches the Project Management Certificate Program at the UNE and WNEC and is adjunct faculty at USM. In addition, Bob is president of the Maine Association of Psychological Type and vice-president of the Maine Project Management Institute.

Julie has been teaching clients how to successfully use Microsoft Project® for over fourteen years and was recently awarded MVP (Most Valuable Professional) status from Microsoft for her contributions to the user community. Julie supports all releases of Microsoft Project from the 3.0 release to Microsoft Project Office 2003. She is also a Certified Lotus Instructor (CLI) and Certified Countdown® Facilitator.  Julie’s is particularly adept at assisting the student to understand the real life uses of scheduling software and helping them to master and feel confident using this sometimes challenging software. Her recent clients include:  John Hancock Financial Services, Liberty Mutual Insurance, Idexx, State of Maine, State of New Hampshire, McKesson, and Anthem Insurance. Julie received her Bachlor’s degree at the College of William and Mary.

Dennis Carignan, PMP, MBA

Dennis has thirty years experience in procurement and Project Management holding many different positions. Dennis is currently a human development specialist at Biath Iron Works (BIW) where he implemented a three-module Project Management Training program. He also teaches for Maine Maritime Academy at BIW for the Shipbuilding Apprentice Program. He implemented earned value systems for the Department of Defense at eight major US companies, was a project manager for a cost estimating research team at The Analytical Systems Corp. (TASC) in Reading, MA, and was a matrix manager for over two hundred controller resources at the Air Force's Electronic Systems Procurement Division at Hanscom AFB, MA.

Hussain Mooraj

Hussain is a resourceful leader who for the last 13 years has directed programs and multiple projects from concept through implementation, while achieving financial objectives, enhancing quality and ensuring customer satisfaction. Many of these projects entailed identifying and implementing technology enabled business solutions. His domestic and international achievements also extend to the marketing and business development fields. He has expertise in the Internet / E-business, Pharmaceutical and Textile markets. Hussain has worked with clients such as Gillette, Johnson & Johnson, Abbott Medisense, webMethods and Jordache.

Geoff Gilbert

Geoff has extensive construction field and central office management experience – he has performed the duties of field engineer, project control engineer, project estimator, assistant project manager and project manager for companies such as Gilbane Builders, Inc., Walsh Construction Co., Lee Kennedy Co, Norsur Corp., George B.H. Macomber and the Mass Port Authority.  Geoff is also a highly skilled network and systems engineer and possesses both LAN and Internet Microsoft System Engineer certifications. Mr. Gilbert’s true skills however are his familiarity with virtually every construction management planning, scheduling, estimating, document tracking, collaboration and control software systems available today. He couples this familiarity with an ability to build client responsive, robust construction management decision support tools in an instinctive, rapid fire manner from these packages.

Devore S. Culver
Executive Director, HealthInfoNet

Devore Culver served as Chief Information Officer at Eastern Maine Healthcare in Bangor for 16 years. He is one of Maine's most experienced health information technology leaders, and was appointed by Governor Angus King to the State's Information Systems Advisory Board and the Governor's Task Force on Y2K readiness. He also co-chaired the Governor's Task Force on Telemedicine. In 2004 he relocated to Rhode Island to serve in senior management for national companies focused on electronic clinical information-sharing. Culver, holds an undergraduate degree from Brown University and a graduate degree in healthcare management from Northwestern University.

After leaving Eastern Maine Healthcare in 2004, Culver joined Eclipsys Corporation in Boston and later Cerner Corporation, where he served as a senior manager responsible for the installation of advanced clinical information systems software and the delivery of consulting services to healthcare clients in a multi-state region of the U.S.

At Eastern Maine Healthcare, Culver:

    • Established the strategy for state of art picture archival communication system (PACS) for four rural Maine hospitals;
    • Reduced medication errors and cut associated medication costs through the development of clinical decision-support, medication order and administration management systems.
    • Initiated new technology designed to enhance access to clinical data and medical records across the Eastern Maine Healthcare system;
    • Developed telemedicine service for delivery of psychological assessment and consultation;
    • Instituted a business plan, delivering clinical information to physician offices in eastern and northern Maine.

Dev is now Executive Director of Maine Health Infonet, a nonprofit organization charged with the responsibility of developing a uniform electronic network to support the transmission, use and maintenance of the medical records of the citizens of the state. The requiurements, scope, stakeholders and lessons learned from this project change on almost a daily basis.
