Job Description
The Director for Finance and Administration (DFA) is one of a generalist, possessing a high level of understanding of the support side of an academic enterprise. The DFA serves as a Chief Operations Officer on behalf of the Dean, and combines an array of management expertise, problem solving skills, human resources experience, and financial acumen; with the vision to advance in the initiative of Dean's office and the COM.
Responsibilities
The DFA is responsible for the personnel and administrative operations of all academic departments, offices and programs reporting to the Dean, including but not limited to: direction and management of all aspects of the faculty and staff employment relationships, manpower planning, organizational assessments, personnel forecasting, salary and budgetary compliance, as well as financial management of all funds and budgets for the Office of the Dean. Additionally, the DFA serves as the Dean's liaison to central administration, especially the Office of the University VP for Business and Finance, the Office of Institutional Assessment and other colleges within UNE.
SPECIFIC RESPONSIBILITIES:
Budgetary
- Oversee the preparation and execution of all budgets produced within the COM.
- Provide input to the Office of the UNE VP for Business and Finance in the preparation and execution of the institutional budget.
- Provide educational, training and oversight to all of the COM Department/Section budgets.
- Provide signature authority and oversight to all accounts within the COM and affiliated programs.
Administrative
- Provide oversight and budgetary compliance for all personnel actions within the COM.
- Provide input to departments and offices for administrative actions -i.e. space, personnel.
- Liaison with VP for Human Resources on all personnel actions within the COM.
- Ensure that COM departments are in administrative and operational alignment with the desires, decisions and direction of the Dean and the Dean's Leadership Team.
- Develop and maintain the policies and procedures necessary to effectively administer the COM.
Strategic
- Ensure faculty and staff development and compliance with the Strategic Plan for the COM.
- Provide direction and assistance in alignment of all faculty, staff and programs with the direction of the Dean.
- Participate in the Dean's Leadership team to develop a mission-based strategy for allocation of resources.
Special Projects Other activities as assigned by the Dean.
Qualifications
MBA, Masters in Health Administration, or appropriate Doctorate degree
- Excellent communication skills, necessary computer software skills
- 5-10 years experience, preferably in academic medicine or health care administration, with management, HR and budgetary experience
- Competencies: The DFA shall possess the following six core competencies as a leader within the UNECOM:
