Parking Locations and Policies

Students, professional staff, faculty, and visitors who wish to park on the Portland or Biddeford campuses must display a parking permit. Students with vehicles should register them with the Permit Store. Enter "UNE" in the Permit Store search bar for a variety of parking choices. Temporary parking permits are furnished to guests of the University and part-time employees.

Snow Events

The following maps are utilized during Biddeford campus snow events. The director of Facilities will send a community email at least 24 hours prior to the implementation of any of these maps. The day of snow event map (PDF) may be in effect for multiple days depending on the timing of the storm. The lot closure times on the day of snow event map (PDF) are 9 p.m. for all red lots and 11 p.m. for the yellow Forum lot (#33). The school closed map (PDF) is essentially the same map, but the red lot closure times go into effect immediately upon school closing. The only parking lots open during a school closure are residential lots and half of the Campus Center lot (#20) closest to the athletic fields. Parking Policies

Parking Permits

All students, faculty and staff parking on university property must display a valid, current university parking permit decal that is appropriate for the lot and space in which they must be parked.

No motor vehicle (as defined by Maine State Law) may be parked on campus without a current year parking decal or temporary parking pass. Permits expire on the last day of August each year, and new, current permits must be displayed by September 1. All permit decals issued must be displayed clearly on the window of the issued vehicle, except virtual permits where no permit decal is issued.

Parking Permits

Portland Parking Permits 2023–2024
  • Portland Faculty/Staff ($45): Valid for Portland on-campus parking lots (#5, #6, #7, #8, #9), Portland satellite parking lots (#1 and #10), and Bishop Street Lot (#11). All parking lots in Biddeford, except for specially designated parking spaces (reserved, EV, patient, etc.).
  • Portland Commuter ($110): Valid for Portland on-campus parking lots (#5, #6, #7, #8, and #9), Portland satellite parking lots (#1 and #10), and Bishop Street Lot (#11). Commuter and Resident Lots on the Biddeford Campus
  • Portland Satellite ($25): Valid for Portland satellite parking lots (#1 and #10), and Bishop Street Lot (#11). Portland Satellite Permit holders cannot park on the Portland campus between the hours of 7 a.m.–5 p.m., Monday-Friday. After 5 p.m. on weekdays and weekends, parking on the Portland campus is permitted.  
  • Portland Bishop St (Free): Valid for Bishop Street Lot (#11) only. Portland Bishop Permit cannot park on the Portland campus between the hours of 7 a.m.–5 p.m., Monday–Friday. After 5 p.m. on weekdays and weekends, parking on the Portland campus is permitted. Bishop Permit can only park in Lot #33-Forum on the Biddeford Campus.

Overnight parking on the Portland campus is not permitted, without prior authorization from Safety and Security. Sleeping or camping on campus is not permitted.

Biddeford Parking Permits 2023–2024
  • Biddeford Faculty/Staff ($45): Valid for all Biddeford and Portland parking lots, except designated reserved parking spaces. Except for specially designated parking spaces (reserved, EV, patient, etc.).
  • Biddeford Resident ($375): Valid for Resident parking lots only (#9; #10; #15; #20, the two rows closest to Old Pool Rd.; #22; #28; #30; and #31. Lot #11-Bishop St. Not only on Portland Campus between the hours of 7 a.m.–5 p.m., Monday–Friday.
  • Biddeford Commuter ($110): Valid for all Commuter lots in Biddeford (#8, #14, #15, #16, #18, and #20) including all resident lots and Lot #33-Forum. Lot #11 Bishop Street lot only on Portland Campus between the hours of 7 a.m.–5 p.m., Monday–Friday.

Sleeping or camping in a vehicle on the Biddeford campus is not permitted.

Reserved Parking Permits 2023–2024

Reserved parking permits are issued by approval of the Office of the President only and are permitted to utilize designated reserved parking spots on Biddeford and Portland campuses as well as all parking lots in Biddeford and Portland, except for specially designated parking spaces (EV, patient, etc.), which may require a separate permit or designation.

Virtual Motorcycle Parking Permits 2023–2024

Motorcycle permits are available as a virtual supplemental permit for the months of May 1–October 31 by contacting Safety and Security. Because it is a virtual permit, no window decal will be mailed. The permit will be issued per motorcycle/scooter free of cost as a supplement to a Faculty/Staff, Commuter, or Residential permit. Residential motorcycle permits are only permitted to park in residential parking lots. Motorcycles must park in designated parking spaces and motorcycles parked in non-parking spaces will be subject to ticketing. Faculty/Staff and students on the Portland campus who wish to drive a motorcycle to campus must park in the location in which their vehicle permit is issued. Those that have received a free Bishop Street permit for their vehicle must park the motorcycle in the Bishop Lot, Monday–Friday from 7 a.m.–5 p.m.

EV Permit Add-On 2023-2024

For the 2023–2024 academic year, an Electric Vehicle (EV) add-on decal has been created for anyone with an EV plug-in vehicle that will be utilizing an EV-designated space on the Biddeford or Portland campus. The owner of an electric vehicle must purchase a Faculty/Staff, Commuter, or Resident permit based on their eligibility, along with the EV add-on decal in the amount of $40 to use the EV parking on campus and must use the charging stations in the lot(s) where the vehicles permit is issued between the hours of 7 a.m.–5 p.m., Monday–Friday. Parking in unapproved lots may result in ticketing. Any vehicle parked in an EV spot without the EV add-on decal or parking long term in an EV space will be subject to ticketing or towing at the owner’s expense.

Virtual Summer Permits 2024

A virtual summer permit for summer 2024 will be implemented for any faculty/staff, or student living or working on campus that does not have a parking permit from the 2023–2024 academic year. This free permit is to assist the Office of Safety and Security with identifying any vehicles parked on campus for legitimate purposes and to be able to contact the owner in the event of an emergency or other situation that may require the vehicle moved. This virtual permit is valid for the Biddeford and Portland campuses and expires on August 31, 2024, when the 2024–2025 permits become valid. Virtual summer permits permit the operator to park in any residential or commuter lot in Biddeford and Portland.

Handicap Registrations/Temporary Placards

Any vehicle with a valid handicapped license plate or temporary placard from any state is permitted to park on the Biddeford or Portland campus in any designated handicap space or other valid parking space that provides access to their destination if a handicap space is unavailable. The vehicle with the handicap plate or temporary placard must be operated by the person the handicap designation is issued, or be actively transporting the person that the handicap designation is issued. Anyone unlawfully using a handicap placard or using an expired or altered temporary placard is subject to a $100 fine by UNE and may be subject to additional fines from local law enforcement.

Any employee or student with a permanent handicap registration is eligible for a free UNE parking permit (faculty/staff or student), upon providing proof of eligibility to Safety and Security. Temporary handicap placards with an expiration date are not eligible for a free permit but will be able to park on campus without a permit while the placard is valid. After the expiration date of the placard, the faculty/staff or student must obtain a current-year parking permit.

Students that are injured or have a verifiable medical condition may be approved for a temporary permit through Student Health (Biddeford or Portland) and issued by UNE Safety and Security to utilize on-campus handicap spaces only. Students requesting temporary handicap permission must make an appointment with Student Health prior to being issued a temporary handicap parking pass.

Carpool Hang Tags

Any faculty/staff/commuter that wishes to utilize the designated carpool spaces on the Biddeford or Portland campus must have a valid 2023–2024 parking permit for the vehicle and obtain a hang tag from Safety and Security in Biddeford. Once a hang tag has been issued, to use a carpool space between the hours of 6:30 a.m. and 4:30 p.m., there must be at least two occupants in the vehicle (one driver and one passenger). Any violations of this will result in ticketing in the amount of $50 per incident. Carpool hang tags cannot be transferred or used on any other vehicle and must be displayed while utilizing a carpool space. If there are no available carpool spaces, the driver must park in the appropriate location for their permit. Bishop, Satellite, and Resident permits are not eligible for a carpool hang tag.

Temporary Parking Passes (Single Day or Conference)

Temporary one-day or conference parking passes for university departments or colleges are available upon approval from the Office of Safety and Security by submitting an online request.

  • One-day parking passes for guest lecturers or visitors must be submitted at least 48 hours prior to the date the parking pass is requested via online submission.
  • Conference parking (more than 10 vehicles) must be submitted for approval to the director or assistant director of Safety and Security no less than 30 days prior to the event.
  • Parking reservations for conferences or special events must be submitted for approval to the director or assistant director of Safety and Security at least 30 days in advance and are limited to overflow parking lots (Lot #33-Forum in Biddeford and Lot #2-Innovation Hall Rear or Lot #11-Bishop Street) in Portland. Requests for parking reservations in other locations will be considered based on the date requested, time of day, and availability.  

Requests for one-day, conference or parking reservations after the time frames listed above will be handled on a case-by-case basis and are not guaranteed. Temporary parking passes are not valid for full-time faculty/staff, residential or commuter students.

How to Obtain a UNE Parking Permit

All permit decals are sold online at une.thepermitstore.com. The cost of a University parking permit is a flat fee based on the permit type and is non-negotiable or refundable. The cost must be paid online by credit card or billed to the student account (must have a valid PRN). Permits are available beginning in early August for the following academic year.

The following guidelines will be implemented for fair and equitable distribution of permits and available parking.

Saturday, July 1

  • Biddeford Faculty/Staff and Biddeford Commuter permits will be available for purchase for the 2023–2024 academic school year. Permits will be valid on September 1.

Monday, July 31 at 7 a.m.

  • Portland Faculty/Staff will be able to purchase parking decals. Portland on-campus permits are sold on a first-come, first-served basis due to the limited number of available permits.
    • Permits that can be purchased at this time are Portland Faculty/Staff Permit, Portland Satellite, and Bishop Street Lot Permit.
  • Portland Commuters will be able to purchase parking decals. Portland Commuter on-campus permits are sold on a first-come, first-served basis due to the limited number of available permits.
    • Permits that can be purchased at this time are Portland Commuter, Portland Satellite, and Bishop Street Lot Permit
Portland Campus Waitlist

For the 2023–2024 academic year, when the Portland Faculty/Staff and Portland Commuter on-campus permits sell out, a waitlist on the http://une.thepermitstore.com website will be implemented. As permits become available due to transfers, withdrawals or terminations/resignations, permits will be issued from the waitlist only. There is no guarantee that a permit will be issued for waitlist purposes and there may be extended wait periods before a permit can or will be issued. When on-campus permits sell out, please obtain a Portland Satellite or Bishop permit and it will be upgraded if a waitlist request is granted.

Biddeford Resident Permit Sales

Biddeford Residential Permits will be made available based on seniority at the university and if they are living in on-campus housing. The process of obtaining a residential permit will be implemented as follows:

  • Tuesday, August 1 at 12 p.m. (noon): Senior residential students and RA’s will be able to purchase a permit
  • Wednesday, August 2 at 12 p.m. (noon): Junior residential students will be able to purchase a permit. Seniors can continue to purchase a permit.
  • Thursday, August 3 at 12 p.m. (noon): Sophomore residential students will be able to purchase a permit. Senior and Junior students can continue to purchase a permit.
  • Friday, August 4 at 12 p.m. (noon): Freshman residential students will be eligible to purchase a permit.

Incoming freshmen and transfer students will be eligible to purchase a Residential Parking Permit based on availability. Due to the limited number of parking spaces available for residential students, there is no guarantee that a permit will be available to purchase. Bringing a vehicle to campus without a valid UNE decal is subjected to ticketing, boot application, towing at the owner’s expense, and referral to Student Conduct.

UNE offers three financial incentives for freshman and transfer students on the Biddeford Campus who commit to not bringing a vehicle to campus during their first year. These financial incentives are offered on a first-come, first-served basis, and available enrollment is capped at 250 students per academic year.

Waitlist/Special Requests/Exceptions

When Residential Parking Permits are sold out, a waitlist on the http://une.thepermitstore.com website will be implemented. As permits become available due to transfers or withdrawals from the University, permits will be issued to students on the waitlist. There is no guarantee that a permit will be issued for waitlist purposes and there may be extended wait periods before a permit can be issued.

Requests for parking permits due to special situations or exceptions can be made through the http://une.thepermitstore.com website and granted on a case-by-case basis. These situations may include long-term medical accommodations, educational purposes, or other special circumstances that require a student to have a vehicle on campus. Each request will be reviewed by Safety and Security and may require input from Student Health Services and possibly Student Access based on the request. There is no guarantee that a request for a parking permit based on special circumstances will be granted. Special exceptions are not typically approved for off-campus employment purposes only.

Where to Park

Students

Biddeford Resident Students

Students living on the Biddeford Campus must have a Resident parking permit and park in Resident parking lots only. The total number of residential parking permits will be capped based on capacity. Once the total number of permits has been sold, no more permits will be issued. Parking in any other lot Monday–Friday (excluding holidays) is prohibited.

Resident Lots include:

  • Lot #9 – Freddy Lot
  • Lot #10 – Marcil Hall Upper Rear Lot
  • Lot #15b – Marine Science Overflow
  • Lot #20 – The two rows closest to Old Pool Rd.
  • Lot #22
  • Lot #28 and #30
  • Lot #31
  • Lot #33 (back section for overflow)

Residential students will be permitted to park in the commuter (#8, #14, #16, #18, and #20) on the Biddeford campus on weekends beginning at 6 p.m. on Friday night and ending at 10 p.m. on Sunday night. All vehicles need to be returned to their respective residential lots by 10 p.m. Sunday night. This will also be strictly enforced with ticketing, vehicle boot application, and towing. Special events, lot closures, or other circumstances may impact this privilege, please look out for email communications for the most up-to-date information.

Resident Student Permits allow for parking on the Portland Campus in Lot #11-Bishop Street lot only, Monday–Friday, 7 a.m.–5 p.m. After 5 p.m. on weekdays and weekends, Biddeford Resident students can park on the Portland campus.

Biddeford Commuter Students

Commuter students (those living off campus) must park in a Commuter Parking Lot or in a Residential Lot. Commuter students are prohibited from parking in a Faculty/Staff lot or reserved parking.

Biddeford Commuter Student Permits allow for parking on the Portland Campus in Lot #11-Bishop Street lot only, Monday–Friday, 7 a.m.–5 p.m. After 5 p.m. on weekdays and weekends, Biddeford Commuter students can park on the Portland campus.

College of Osteopathic Medicine Students

Must purchase a Biddeford Commuter Permit for their first and second years and are not required to purchase a permit for the third and fourth years.

Portland Commuter Students

Portland commuter students are able to purchase a Portland Commuter Permit, Portland Satellite Permit, or obtain a Bishop Street Lot Permit and be shuttled to campus.

The Portland Commuter and Portland Satellite permits are available on a first-come, first-served basis, and the total amount of permits available is capped based on capacity. With the Portland Commuter Permit, any parking space in the lots designated below (unless reserved or patient parking), is acceptable to use. Portland Satellite permits are only valid for satellite lots Monday–Friday, 7 a.m.–5 p.m. After 5 p.m. and on weekends, Portland Satellite permit holders may park in any Portland parking lot. 

Portland On-Campus Lots include ($110):

  • Lot #5-Ginn Hall
  • Lot #6-Abplanalp Library
  • Lot #7-Proctor Hall
  • Lot #8-College of Pharmacy/Finley Recreation Center
  • Lot #9-Stevens Avenue Congregational Church (Monday–Friday, two middle rows only)

Portland Satellite Parking Lots Include ($25):

  • Lot #1-812 Stevens Avenue
  • Lot #10-1075 Forest Avenue (the UNE NORTH building), behind the building in the fenced area

Portland Free Parking (permit required):

  • Lot #11-Bishop Street Extension Lot (shuttle to campus)
    • The Bishop Street Lot Permit provides a shuttle Monday–Friday from 7 a.m.–7 p.m., to and from campus. This no-cost permit can only be used at the Bishop Street Lot and cannot be used to park in any other Portland Campus lot, Monday–Friday from 7 a.m.–5 p.m. All vehicles parked at the Bishop Street Lot are required to have a valid permit. Vehicles with no permit are subjected to a $100 fine.

    Portland Commuter Permits allow for parking on the Biddeford Campus in any commuter parking lot.

Physician Assistant Students

Must have a Parking Permit for all years except the second year. Students returning to campus during the second year must display a temporary pass. 

Dual Campus Students

Students that take classes on both campuses, must have a valid parking pass. Biddeford Residential dual campus students must have a Biddeford Residential permit, with no exceptions.

  • Biddeford Residential or Biddeford Commuter students parking in Portland must park at Lot #11-Bishop Street Lot and shuttle to campus only, Monday–Friday, 7 a.m.–5 p.m., or park off-campus. After 5 p.m. and on weekends, this permit may park on the Portland Campus
  • Portland Satellite and Bishop Street Lot Permits parking on Biddeford Campus must park in Lot #33-Forum Lot only, Monday–Friday 7 a.m.–5 p.m., and utilize the Biddeford campus shuttle. After 5 p.m. and on weekends, permit holders may park in any commuter parking lot on the Biddeford campus.
Temporary Guest Parking Passes

Are available for Residential visitors for the 2023–2024 academic year. Residents are not permitted to use the temporary guest pass for their own vehicle or for another residential student. The sponsoring resident must request a guest pass through the Permit Store and it must be approved by Security prior to being valid. The guest pass is valid for up to two consecutive days and guests staying in residence halls must be approved by Housing. Any unauthorized guests will be asked to leave campus. Any parking violations issued to a guest pass vehicle will be the responsibility of the resident requesting the pass. Unpaid violations will be transferred to the resident’s student account.

Approved guest parking passes are required to park in Lot #33-Forum (back section) while on campus. Special events, lot closures, or other activities on campus may require this lot to be closed. In the event of a lot closure, guest passes are permitted to park in other lots for the duration of the closure. When the lot reopens, guest passes must return to Lot #33-Forum (back section) to avoid ticketing.

Faculty and Professional Staff

Biddeford Faculty/Professional Staff

Faculty and professional staff on the Biddeford campus are required to purchase a Biddeford Faculty and Staff Permit. Faculty/Staff that are parking on the Biddeford Campus have the following lots reserved as Faculty/Staff only lots but can utilize any commuter or residential lot if needed. The designated Faculty/Staff lots on the Biddeford campus include:

  • Lot #2-Petts Lower
  • Lot #4-Decary Hall Lot
  • Lot #6-Petts Upper
  • Lot #7-Campus Center Rear Lot
  • Lot #10-Marcil Hall Upper Rear Lot
  • Lot #12-Decary Hall Rear Lot
  • Lot #15a-Marine Science Overflow-Front Section
  • Lot #24-Business Center Lot

There are also designated Faculty/Staff only parking spaces in the following lots:

Portland Faculty/Professional Staff

Due to limited parking available on the Portland Campus, the number of permits sold to park on the main campus will be capped at the number of available parking spaces. Faculty/Staff working on the Portland Campus will be allowed to purchase permits on Monday, July 31 beginning at 7 a.m.

  • The Portland Faculty/Staff Permit is available on a first-come, first-served basis, and the total amount available is capped based on capacity.
  • Portland Satellite Permits are to park in Lot #1-812 Stevens Ave or Lot #10-1075 Forest Ave, or Lot #11-Bishop Street lot only, 7 a.m.–5 p.m., Monday–Friday.
  • The Bishop Street Lot Permit cannot park in any other Portland Campus lot, Monday–Friday from 7 a.m.–5 p.m. Vehicles parked at the Bishop Street Lot are required to have a permit. Vehicles with no permit are subjected to a $100 fine.

Portland On-Campus Lots include ($45):

Dual Campus Faculty/Staff

Faculty/Staff that have responsibilities on both Biddeford and Portland campuses, must get a permit from the campus they are based out of. This is determined through Human Resources and will dictate which permit the faculty/staff member qualifies for. The Biddeford Faculty/Staff Permit and Portland Faculty/Staff Permit are reciprocal and can be used in approved parking lots on both campuses. The Bishop Street Lot Permit for Portland Faculty/Staff or Portland Students can only park at the Bishop Street Lot or Lot #33-Forum when on the Biddeford Campus and utilize the Biddeford Campus shuttle.

Enforcement

All persons parking on UNE property must comply with all signage and related parking policies. The enforcement of the UNE parking policy will be conducted by the Safety and Security Department.

Penalties

Fine Amounts

Fine Amounts for all violations (except handicap violations, Patient Parking, Failure to Obtain UNE Permit, boot applications, obstructing snow removal, tow charges, and car pool violations)

Tiered fine amounts for all violation types. The escalation of the fine will occur when repeat violations for the same offense occur.

  • First offense: $15
  • Second offense: $30
  • Third and subsequent offense: $50
Student Conduct (students) or Human Resources (employees) Referral

Ten or more tickets in the academic year flagged as a Habitual Offender and referred to Conduct or HR.

  • Disciplinary first offense recommendation: Banning to Forum parking lot
  • Disciplinary second offense recommendation: Parking privileges revoked entirely and vehicle subject to towing off-campus.
Vehicle Boots

Applied for third or subsequent offense of Failure to obtain UNE permit

  • $50 admin fee for application/removal of boot
  • $25 daily charge for boot remaining on vehicle
  • Vehicle will be towed off-campus after one week (7 days) of remaining on campus with boot continually affixed.
    • May be applied for any other reason when approved by Safety and Security leadership (Director, Assistant Director, ID Card Manager, Lead Officers)
Towing

$100 admin fee for towing vehicle on-campus (issued by Safety and Security). Towing of vehicles is reserved for the following circumstances:

  • Hindering snow removal operations
  • Parking in Reserved parking, hazardous parking (obstructing travel lanes, blocking driveway, blocking vehicles, parking in an unsafe manner), or fire lanes

Approximately $125 towing fee for off-campus tows (issued by towing company), and is subject to change after hours and on weekends and holidays.

  • Student Conduct parking referrals
  • Other persons banned from campus
  • Failure to remove boot/pay fines
Weekend/Holiday Parking

Friday 6 p.m. to Sunday 10 p.m., holidays and vacation weeks, commuter parking on the Biddeford campus will be open to residential students, except for half of Lot #20-Campus Center (half next to Old Pool Road) for Campus Center business on the weekends. All Reserved parking including lots designated Faculty/Staff only parking will continue to be enforced.  After 10 p.m. Sunday, ticketing will resume at the discretion of the Safety and Security department.

Unpaid Violations

Any unpaid violations received by a student will be transferred to the student’s account on a monthly basis. Once the violations are transferred to the student account, the outstanding balance must be paid prior to registering for classes the following semester, receiving final grades, or attending graduation. Unpaid violations by faculty or staff will be forwarded to Finance and Administration for possible referral to Human Resources and/or Collections.

Warnings will be issued based on the officer’s discretion based on the severity of the violation and violation history if possible and based on the information readily available when issuing the violation.

Biddeford Campus Snow Removal

Due to the complex and essential practice of removing snow and ice from the parking lots on campus for the safety of our students, faculty, and staff, the Office of Safety and Security along with Facilities Management have developed a snow removal plan that will be enacted in the event of unsafe conditions related to weather. In this plan, it is essential to clear visitor, faculty/staff, and commuter parking lots on the day(s) of the snow event, which will allow for other lots to be cleared in proceeding days after the event ends.

When there is a predicted snow event that is forecasting measurable snow or ice, the Director of Facilities Management will send out a community email, at least 24 hours prior, indicating that the snow removal plan has been activated along with the “Day of Snow Event Map” to advise the community on which parking lots are available during the event and which are closed to snow clearing.

If the snow event is significant enough to warrant a full-school closure, the “Snow Removal School Closed Map” will be included in the school closure community email by the director of Safety and Security and will be in effect immediately. In the event of a full-school closure, late start, or early release, all lots except Residential and half of Lot #20-Campus Center (please see snow removal map) will be closed for use. Parking in a closed lot will result in a parking violation for Obstructing Snow Removal will be issued in the amount of $50. In some cases, the vehicles will be towed on-campus at the owner’s expense and issued a violation in the amount of $100. Appeals for Parking Violations

Appeals for parking violations can be made at http://une.thepermitstore.com and must meet the following criteria: A genuine, urgent, and verifiable situation that necessitated violating UNE parking policies. Any other reasons will result in the violation being upheld and the fine must be paid. All appeals will be reviewed by the Director of Safety and Security or their designee.

Anyone coming to the Safety and Security office to appeal a ticket without a scheduled appointment will not be seen and will be required to return when an appointment has been scheduled and confirmed. Requesting an appointment can be done by emailing parking@une.edu. If the above-mentioned criteria are not met, the violation appeal will not be granted.
