"Beach Access: A seagull's view of public and private rights under the Public Trust Doctrine"
 
The lecture will discuss a historic overview of the Public Trust Doctrine from its origins in Roman Law to present day application on the shores of Goose Rocks Beach in Maine.  An audience discussion will focus on the problems stakeholders face in the application of a varied State by State approach to this dynamic concept of the public rights to the shore and individual shorefront owners right to privacy and exclusion.
