Rebecca Ireland has over 20 years’ experience working with government agencies, statewide systems and organizations, and local communities’ partners on federal and state grant funded public health, behavioral health, education, and justice system programs. She has served in Project Director and Program Manager roles overseeing federal funded initiatives by SAMHSA, U.S. Department of Education, and U.S. Department of Justice, as well as initiatives funded by the State of Maine.   In these roles, she led the projects’ assessment, planning, data collection and tracking, implementation, progress monitoring, state and federal reporting, and evaluation efforts.   She has experience collaborating with community members, state agencies, law enforcement agencies, non-profit, education, social service, and treatment and health care providers to deliver programs and bring about systems changes.

Ms. Ireland has served as Principal Investigator for IRB reviewed and approved research and evaluation projects related to a variety of behavioral health and criminal justice related programs. These mixed-methods research protocols included statewide and sub-population surveys and interviews, as well as focus groups and community scans from the perspectives of the communities of focus and related organizations and partners.

Ms. Ireland has her Master of Public Health from the University of New England, and a Bachelor of Science from Plymouth State University with a double major in Health Education and Psychology with a concentration in mental health. She is currently an Advanced Certified Prevention Specialist (PS-A) in Maine.  She has served on the Maine Prevention Certification Board, Maine Governor’s Substance Use Services Commission, Maine Statewide Epidemiological Outcomes Workgroup, Maine’s Higher Education Alcohol Prevention Partnership leadership team, Maine’s Underage Drinking Enforcement Taskforce, and the U.S. Department of Education’s Higher Education Center for Alcohol, Other Drug, and Violence Prevention’s Center Associate group.
